*The Road Safety Skill Set is listed in the 2025 eligible VET Certificates for targeted VET funding (Vet in Schools). The core learning allocation in the Student Resource Package (SRP) provided to schools for each student is the primary source of funding for VET programs. Band C (Pro-rata rate) is funded at $1,434.00, consisting of Core SRP and VET funding components for 130hrs.

ABOUT THIS COURSE

The Road Safety Skill Set is the only Nationally Recognised Program focused on Road Safety, targeted at Secondary School students (Years 10, 11 and 12), and all importantly, on successful completion, provides the participant with a Nationally Recognised Certificate within the Vocational Education and Training (VET) system that holds both value and weight for your student’s future employment in almost any sector or industry.

Interactive, research-based, and informative, this skill set is designed to improve the road safety outcomes for our most vulnerable road users long term. The Road Safety Skill Set promotes self-reflection and the identification of connecting self-worth and positive on-road citizenship.

To promote student buy-in, each course highlights the specific individual municipality (shire) road safety concerns of the program participants, including, and not limited to, their local crash types, demographics, and hot spots.

The TLISS00155 Road Safety Skill Set is made up on six units on competence. They are:

  • TLIF0011 – IDENTIFY INTERACTIONS WITH OTHER ROAD USERS
  • TLIF0077 – DEMONSTRATE KNOWLEDGE OF RISK FACTORS AND CONSEQUENCES IN INTERACTING WITH OTHER ROAD USERS.
  • TLIF0078 – RECOGNISE MOTOR VEHICLE ROAD CRASH RISKS AND POST-CRASH ACTIONS.
  • TLIF0079 – SELECT A SAFE VEHICLE.
  • TLIF2010 – APPLY FATIGUE MANAGEMENT STRATEGIES.

*The entire Road Safety Skill Set has been assigned 130 nominal hours; however, as a general guide, Intelligent Training Solutions generally requires a minimum of two 90-minute sessions per unit to ensure that information delivery has been sufficiently taught. Schools that have little room within their school timetable are encouraged to select Option 2 or 3 from our delivery menu as this option provides a truly flexible approach to the delivery and assessment of this Skill Set. Classes can be scheduled in several ways, either across multiple days per unit or in full-day blocks.  

ADDITIONAL INFORMATION:

This Skill Set does not contain or include any practical drive sessions; however, for schools that are interested in an off-road track day, Intelligent Training Solutions does offer these free of charge two to three times per year with the only additional cost being the transport of your students to our off-road training complex in Altona, Victoria. If you are interested in a practical element for this course, please speak with our course coordinator.

Our courses contain a lot of valuable video content to ensure participants remain engaged rather than listening to war stories of the trainer’s past experiences.

There are no pre-prerequisites listed for this skill set. This skill set is available to any secondary school student in Years 10, 11, 12 and VCAL. 

The following is a list of recommendations we have to participate in this Skill Set.

It is recommended that you provide the following:

  1. Working pen and highlighters for use on the course.
  2. An active and working email account to access our Learner Portal.

COURSE ELIGIBILITY CRITERIA

This Skill Set does not have any required eligibility criteria; however, it is recommended that participants are from a Secondary School and either in Years 10, 11 or 12. Participants should have basic Language, Literacy and Numeracy skills and have the physical ability to participate in light physical activities related to selecting a vehicle. If you are unsure about your group’s LLN level, please contact our office, and we will be more than happy to assist you. 

It is recommended that participants are 16 years of age; however, participants 14 years or older can undertake a VET course.

COURSE FEES

The enrolment fee for the Road Safety Skill Set course is $750 per participant.

NOTE: For every VDSS-approved Vocational Education and Training (VET) course offered to Victorian secondary schools, it’s expected that schools will benefit from a foundational SRP component, supporting the VET delivery, pro-rata at 130 hours. Additionally, targeted VET funding will be provided at the Band C level, again pro-rata at 130 hours. This funding will cover, if not surpass, the enrolment fee for the Road Safety Skill Set course.

At Intelligent Training Solutions, our objective is to ensure this course is, at the very least, cost-neutral for schools and students. For more details, visit the School Operations official reference 143. The VDSS is integral to the Victorian Government’s aim of promoting top-notch vocational pathways.

INFORMATION FOR SCHOOLS: All fees for VET delivery to secondary students are invoiced directly to schools, usually early in Term 2. Students have four weeks in which they can choose to withdraw. Intelligent Training Solutions will not directly invoice students or their parents for course-related fees for VDSS.

  • The core learning allocation in the Student Resource Package (SRP) provided to schools for each student is the primary source of funding for VET programs. Government schools are also provided with targeted VET funding to support the higher cost of provision in this area. OUR ENROLMENT PROCESS

Once you have decided to enrol your class in this Skill Set, the following process is applied:

STEP 1: Enrolling your students.

During your conversations with our course coordinator, you will be asked about your preference for enrolment. Intelligent Training Solutions can arrange an enrolment session with you and your class whereby we come to your school to assist the students with their VET enrolment forms. Alternatively, our administration team can email you an enrolment link that you can use to conduct your own enrolment session or distribute to your students as you see fit. 

STEP 2: Processing enrolments

As this is a Nationally Accredited VET course, our administration team will need to ensure that we have each course participant’s USI and other mandatory information required by the Department of Education or the NCVER. During this step, our administration team will work with you to ensure we have all the required information, allowing for a smooth delivery and certification process. 

STEP 3: Course Setup

Steps two and three are conducted hand-in-hand. Our course coordinators will engage with you to establish a delivery timetable suited to your class’s requirements. Our coordinators will also establish your access to our Learner Portal. This will involve an online or face-to-face induction session with the supervising teacher to demonstrate how they can monitor their own student’s performance and access our learning materials and assessments. 

STEP 4: Delivery

Intelligent Training Solutions will deliver this Skill Set as per the established criteria setup in Step 3.

Student support is a cornerstone of our organisation. Whether you are a full-time, part-time or blended delivery student, you will always have access to your course trainers or student support officers. How you engage in our services (daily, once a week or in blocks) is up to you.

  • REMOTE DELIVERY (GOOGLE CLASSROOM, WEBX, ZOOM, ETC…): With the COVID-19 pandemic disrupting the school year, most secondary schools are now familiar with how to integrate remote online learning into the classroom. Intelligent Training Solutions has been at the forefront of blended and online delivery for over 10 years and is well-established to deliver this skill set to your cohort using a variety of blended or online delivery methods.  
  • AT OUR TRAINING CENTRE, LOCATED AT: UNIT 74, 2 Cobham Street, Reservoir, Victoria 3073: Intelligent Training Solutions delivers the TLISS00155 Road Safety Skill Set from our own Training Centre five days a week, address listed above.

ASSESSMENT INFORMATION

This skill set and the units of competency that make up this course are assessed theoretically and practically in accordance with the TLISS00155 course criteria. The assessment will be based on the principles of competency-based training (CBT). A successful outcome for this course will be determined by a range of different methods, including:

  • Either (one or the other) an online or written submission of work
  • Observation of simulated and practical activities
  • Structured questioning or discussions.

COURSE, EMPLOYMENT AND SOCIAL PATHWAYS

This TLISS00155 Road Safety Skill Set is part of the TLI Transport and Logistics Training Package and may be used to support new road uses and road safety qualifications. In addition, the Road Safety Skill Set instils essential life skills that are universally applicable and could potentially save lives.

While other VET courses may provide an avenue for employment, a Road Safety Program delivers future employment opportunities. RECOGNITION OF PRIOR LEARNING (RPL)

Due to the intended target group of this skill set, RPL is not applicable for this program.

STATEMENT OF ATTAINMENT - COURSE COMPLETION

Each enrolled participant in this Skill set, once they have completed and passed all the set tasks, will be issued a Certificate of Completion and a Statement of Results within 30 days. 

PLEASE NOTE: Intelligent Training Solutions aims to issue certificates within 48 to 72 hours from the successful completion of the course; HOWEVER, failing to provide our office with students USI details, students failing to complete all assessment tasks, or a failure by your school to pay, or arrange payment on our invoice will delay this process.

If you require your certificate urgently for any reason, please inform our office so that they can attempt to make the required arrangements for you.

CANCELLATION POLICY

To summarise our cancellation and refund terms and conditions, in short, We are unable to refund monies for students who do not turn up for class. Course fees will not be refunded if a student withdraws from the course within eight days from the commencement of the course. Intelligent Training Solutions has already secured the trainers, assessors, course resources, printed materials, and vehicles for your group. Each participant’s enrolment has been taken into account during this preparation stage; therefore, course fees WILL NOT be refunded.

PLEASE decide carefully when enrolling your class in a course with less than eight days between your enrolment and the commencement of the course. Intelligent Training Solutions does not have a cooling-off period for this course. Once your enrolment is processed, all payments made are non-refundable. WHAT IS INVOLVED WITH THE IN-CLASS (FACE-TO-FACE) TRAINING SESSIONS?

The face-to-face training session is a fun, interactive, hands-on session that covers the practical and theory elements of each unit with in the Road Safety Skill Set. Information is presented in a conversational delivery approach, with lots of real-world scenarios, enhanced video, modern presentations and, most importantly, a direct focus on practical, easy-to-implement approaches and techniques.

WILL MY VCE/VCAL STUDENTS BE FUNDED FOR THIS COURSE IF THEY ARE ALREADY ENROLLED INTO ANOTHER VET (VOCATIONAL) COURSE?

This is always a difficult question to answer for us as we do not know all the circumstances involved with your setup, requirements, or your school’s policies and procedures; however, in accordance with the Education Departments resource for teachers/schools titled ‘Student Resource Package – Targeted Initiatives‘, targeted VET funding is based on a 6-band model and is allocated pro-rata for enrolments up to 180 hours per VET certificate per year

Students between 15 to 20 years of age at the annual funding deadline, who are enrolled in eligible VET certificates, will be eligible for targeted VET funding.

To attract targeted VET funding, schools must enter accurate details of all VET enrolments on the Victorian Assessment Software System (VASS) by the annual funding deadline, which in 2023 is 2 May.

HOW MUCH FUNDING WILL MY SCHOOL RECEIVE FROM VDSS FUNDING FOR THIS COURSE

This is always a difficult question for Intelligent Training Solutions to answer as we do not have access to your VDSS funding or claim history; however, based on the Department of Education’s Website, here is what we know.

  • The TLISS00155 Road Safety Skill Set has been placed under Band C funding, equating to $761.00*. (Reference: Student Resource Package – Targeted Initiatives)
  • Schools should also receive a Student Resource Package (SRP). In 2023, the core SRP component that a mainstream school will receive to support the delivery of VET is $1,229.00, per full-time equivalent (FTE) certificate enrolment. Specialist schools should receive $1,003 per FTE certificate enrolment.** (Reference: Student Resource Package – Targeted Initiatives)

*Targeted VET funding is based on a 6-band model and is allocated pro-rata for enrolments up to 180 hours per VET certificate per year. (Reference: Student Resource Package – Targeted Initiatives). We have received many conflicting reports on whether the full $761.00 amount is paid or only a pro-rata amount is paid, with our existing schools reporting different outcomes across the state. In a worst-case scenario, it must be noted that the TLISS00155 Road Safety Skill Set is 130 hours which, at a pro-rata rate should equate to $$549.61.

**SRP funding: A Full-Time Equivalent (FTE) enrolment in an eligible VET course is defined as 180 hours of training per year. This will attract the full per certificate amount. Enrolments of less than 180 hours of training in a year will attract pro-rata funding. (Reference: Student Resource Package – Targeted Initiatives). Again, it must be noted that the TLISS00155 Road Safety Skill Set is 130 hours which should equate to $887.61 for mainstream schools and $724.38 for specialist schools.

The funding formula (funding allocation) comprises of the Core SRP + Targeted VET Funding (for students aged from 15 years to 20 years inclusive at annual VET enrolment deadline on VASS). The eligible Band C funding + Core SRP = $1,990.00; therefore, we can only be assumed that the pro-rata amount for the TLISS00155 Road Safety Skill Set would equate to $1,437.22. (Reference: Student Resource Package – Targeted Initiatives)

There are additional areas of funding available for certain schools such as:

  • the VET Materials funding (Low-cost materials $250, high-cost materials $450) 
  • Small-scale adjustment rates

However, Intelligent Training Solutions does not have a solid understanding of these additional funding areas and cannot speak on your school’s individual VDSS funding. For all your school’s funding enquiries, we strongly recommend speaking with your school’s VDSS funding expert/administration officer or contacting the Department of Education (VET in School) department for clarification. 

NOTE: Intelligent Training Solutions believes in transparency across all its dealings with its clients, students, schools, and government regulators. Our aim with this course is to deliver this unique and all-important Road Safety Skill Set to our Secondary School students without any Government School in Victoria being out of pocket for their efforts. Our belief and hope are that by making courses such as these cost natural (at a minimum), schools may be inclined to consider adding Road Safety courses to their annual curriculum, benefiting our next generation of road users both in their personal and career choices in years to come.

WHAT IS TARGETED VET FUNDING AND HOW TO I ACCESS THIS FOR MY STUDENTS?

Government schools

VET programs in government schools are primarily funded through the core student learning component of the Student Resource Package (SRP). To support the higher cost of provision in this area, government schools are also provided with targeted VET funding based on a 6-band model. Schools will also receive VET materials funding, based on a 2-band model and eligible schools will also receive the small-scale adjustment.

The SRP guide provides an estimate of the component of the SRP that should contribute to the provision of VET programs, as well as outlining how schools may use their targeted VET funding.
